Russ McCullough, CEO
(Founder)
Russ McCullough Russ McCullough has been a professional in the investment bank and venture capital industry for over 10 years. He started his profession working with Century Financial Partners Inc. in June, 1994. While under contract for the Oakland Raiders he was injured and was deciding on what career to move into after professional football. He was approached by the Partner of Century Financial who had offered him a job. At this time Century Financial Partners Inc. was recognized as the seventh largest VC firm in Southern California. During this time he helped numerous companies with funding requirements and helped take several companies public, most notably Rawlings Golf. He has a great deal of experience with start-up companies as the project leader as well as the point man in the assistance of taking companies through the public offering process. Other companies to his credit are Sterling Medical Weight Loss, Direct Response Television, Automated Hot Foods and several others. His role within these companies was that of the acting CEO, or the project leader in the development of the company. He has successfully negotiated deals with companies such as Starbucks, Code, Pepsi, Pfizer and had tremendous success implementing these agreements into profitability for the company that he was currently working with. CATS Communication is his first unassisted public offering. He chose to pursue this company due to the nature of helping children. He saw the tremendous need for a technology-based platform that would aid in the recovery and location of missing children. Seeing the need in this industry he successfully negotiated an agreement with Wherify Wireless to obtain exclusivity for Direct Marketing for their personal GPS Tracking Device for children. He then obtained help from Chad Murdock, in regards to an Infomercial launch that will being by the end of Summer 2005. Chad is the brainchild behind the Hooked on Phonics Infomercial. .

Jonathan Kudla , Vice President
Jon Kudla Jonathan Kudla is a Sheriff’s Reserve Sergeant and has been assigned to Search and Rescue for over nine years. Following his first year with the department, the California Law Enforcement Reserve Coordinator’s Association honored him as their Rookie of the Year. He also earned his unit’s Deputy of the Year Award in 1996 and Supervisor of the Year Award in 2004. Jonathan is also a member the Reserve Bike Patrol Team and works a patrol assignment on the Special Enforcement Team targeting gangs and narcotics. He also teaches Law Enforcement and Search and Rescue courses through Santa Ana College. Jonathan has spent his life serving the community and making a difference in the lives of children and teenagers. Prior to his Law Enforcement career, he spent over 10 years as a teacher for the Orange County Department of Education, Youth Pastor and wrestling coach for an inner-city high school.

Patrick Coggins, Chief Technical Officer
Patrick Coggins Patrick Coggins has spent the last decade designing, developing, and deploying navigation, location, tracking, GPS, and wireless products. As the CTO of his last four high-tech companies, Patrick created numerous applications, such as an offender tracking device still in use, an internet based GPS wireless tracking and reporting service that supported multiple wireless platforms and devices, an SMS alert notification system, and created solutions for all major wireless networks involving dynamic real-time tracking and GIS mapping with map images delivered to wireless devices (phones, pagers, and PDAs). He also co-developed, consumer and commercial marine navigation products, and other location based services. Patrick is also a registered developer with SprintPCS Wireless, T-Mobile, AT&T, Verizon, Qualcomm, Motorola, Nextel, Sun, Openwave, Cingular, RIM, Danger, Palm, BeVocal, Microsoft, ESRI, and MapInfo.
